ARGUMENTS

h The cipher handle

key The initialisation vector

DESCRIPTION

Sets the cipher initialisation vector. The length of the vector depends on the cipher algorithm, and can be found with Gcrypt.cipherBlockLength (3kaya) Unlike the key, the initialisation vector does not need to be secret.
